FCS Russia Director Valery Pikalev addressed a Federation Council “government hour” on the service’s contribution to national economic development, reviewing the first five-year stage of the development strategy and the mission of ensuring state security while facilitating international trade.
Fifteen specialised customs classes opened in 12 schools on 1 September; targeted training at the Russian Customs Academy is expanding and cadet posts are planned. Some 388 service flats for Far East officers are scheduled for 2028–2029.
Pikalev said key service issues are addressed in the draft Federal Customs Authorities Act, which also codifies social guarantees. Today 264 special military operation participants serve in customs, with wage supplements, preferential pension accrual and extra leave benefits.
Since 2022, critical imports receive priority clearance; trade support measures, including zero-duty treatment for priority goods, have benefited companies by about RUB 140 billion. Free economic zones are expanding and digital payment tools, including the Faster Payments System, are being deployed.
The 2030 strategy targets ten-minute typical truck border crossing times at 25 road checkpoints, unified risk management using big data, and the EAIS TO 2.0 digital customs ecosystem.
