FCS head Valery Pikalyov said the Council, established in 2016, has proved an effective instrument of public oversight and constructive dialogue between customs, business and civil society.
He thanked council members for their work and support and expressed confidence that the Council would remain a reliable partner in delivering the tasks set by the country’s leadership.
Pikalyov noted members’ contribution to updating the customs service development strategy to 2030 and the creation of a strategic committee on digital transformation aimed at a unified digital ecosystem for FCS Russia.
A council meeting is planned for late December at which he will present updated provisions of the 2030 strategy.
The Council also focuses on regional engagement: representatives are designated in each federal district for direct dialogue with FCS Russia. Pikalyov highlighted priorities related to supporting the special military operation and veterans and their families.
He thanked the Council for humanitarian assistance to the SMO zone and support for residents of historical regions.
Newly elected chair Leonid Lozbenko thanked members for their trust and said the Council’s main task is to convey business concerns to the Federal Customs Service.
An ethics code for council members was approved and work plans for 2026 were outlined.
