FCS and Federal Tax Service sign information-exchange agreement at joint public council meeting

The agreement covers prompt sharing of data from customs and tax databases to ensure compliance with EAEU law and Russian legislation. Agencies expect it to cut paperwork during controls and lower costs for compliant businesses.

FCS leadership described the accord as timely and useful for closer customs–tax cooperation and for the work of the two public councils.

Council members reviewed experience with tax and customs monitoring and discussed ways to curb grey imports.

Much of the agenda focused on SPOT — the national system for confirmation of expected goods, due to take effect on 1 April 2026. Importers will have to notify authorities in advance and pay a security deposit; customs will verify confirmations for goods coming from EAEU countries.

The FNS head said SPOT is meant to draw a clear line between lawful imports handled by customs and grey flows routed through EAEU states.

Mr Pikalyov added that the Ministry of Finance is developing SPOT together with the tax and customs services as a systemic tool against grey trade, and that lasting results require ongoing dialogue between the agencies.
