A foreign passenger was travelling in transit on the Guangzhou — Moscow — St Petersburg route. During baggage X-ray screening, an inspector noticed items resembling coins.
The alert system flagged the 56-year-old traveller for inspection, but he failed to appear; his suitcase was placed in temporary storage. He returned for the bag four days later.
It contained 140 undeclared silver panda coins. The man admitted breaching customs rules.
Experts confirmed the coins were made of silver and had collectible value. An administrative case was opened under Article 16.2(1) of the Russian Code of Administrative Offences, with a possible fine of up to double the goods’ value and confiscation. The file was sent to court.
