According to a press release by FCS Russia, mandatory use of navigation seals to track cargo in the Eurasian Economic Union (EAEU) starts on 11 February 2026 — the first of three implementation stages under the 2022 agreement.
EEC Board Decision No. 84 of 23 September 2025 launches practical application. The regime covers road and rail shipments of goods crossing the territory of two or more member states.
During stage one, selected product categories must be sealed (the list is set out in the decision). In Russia, sealing is performed by Digital Platforms Development Centre LLC (CRCP), the national operator.
Supervisory bodies decide when seals are required; customs applies the tool for goods placed under transit and export procedures in Russia.
FCS Russia Deputy Head Alexey Timofeyev said customs already has extensive experience tracking shipments with navigation seals, enabling real-time monitoring, route control and streamlined inspections.
