CAT reviews 2025 results and sets 2026 priorities

In the customs region 8,000 foreign trade participants operated, 9.83% more than in the previous year. CAT cleared 183,000 goods declarations. Import deliveries totalled 3.85 million tonnes (net weight). In law enforcement, 5,731 administrative offence cases and 50 criminal cases were opened.

Head of the customs office Alexander Shvedov said overcoming emerging problems and preserving positive results should be seen as normal daily work, and that staff must conscientiously perform their duties so that customs service fully upholds its reputation.

The meeting focused on 2026 tasks to ensure stable budget revenue and raise efficiency of law enforcement and control functions. Priorities include meeting planned customs payment targets for the federal budget and reducing arrears through stronger control and improved prevention mechanisms.

Special attention will be given to developing post-release customs control and improving its quality and effectiveness. Work will continue to detect and suppress crimes and offences within customs competence and to take comprehensive measures to recover damage to the budget from unlawful acts.

Strengthening human resources is a separate focus: staffing the customs office to at least 90% of the planned level, building a stable personnel reserve and aligning the organisational structure with that of the central office. In 2026 support will continue for special military operation participants and their families and for adaptation to service after return from the operation zone.
