CAT reports on citizen appeals in Q1 2026

Compared with the same period in 2025, the number of appeals fell by 26.1%. The decline alongside a higher share of appeals requiring detailed review indicates improved quality of interaction with citizens and more effective customs administration measures.

Since late 2025 the customs office has applied a feedback platform mechanism that requires a verified applicant account, helping to exclude anonymous and duplicate submissions. Use of electronic channels grew steadily in the reporting period, including the unified portal of public and municipal services, which speeds up registration of appeals, response preparation and applicant monitoring of review progress.

Analysis of appeal subjects was presented at the review. Head of the customs office Alexander Shvedov said the appeals system operated stably in the reporting period. Measures aim to improve review quality, refine interaction with applicants and develop electronic services, with priority given to thorough and objective consideration of each appeal and to shorter, better substantiated responses.

Further work will focus on greater accessibility and openness for citizens, development of digital channels and improved information and explanatory work on customs regulation.
