FCS Russia: Об особенностях таможенного регулирования на государственной границе Российской Федерации

FCS Russia has clarified “features of customs regulation at the State border” following Presidential Decree No. 261.

From 20 April 2026 the decree simplifies until 31 May 2026 (inclusive) imports of goods from EAEU countries.

Goods may enter without documents proving Union status, without labelling and/or required information, with subsequent declaration under Russian law.

Recipients must be Russian legal entities or individual entrepreneurs: they must deliver goods to a temporary storage warehouse, place them there, label if required, and notify Rospotrebnadzor when the goods are placed on the market.

Deputy head Agepsim Ashkalov said the arrangement should help business adjust ahead of the national goods-expectation confirmation system from 1 June 2026; the measures aim to formalise the economy and support compliant operators, and customs is ready with warehouses and staff.

Import under this procedure is not treated as a breach of customs or marking obligations. The decree took effect on signature and official publication.
