FCS Russia: Внедрены первые этапы межпостовой диспетчеризации деклараций на товары

FCS Russia reports that the “first stages of inter-post dispatch of customs declarations” are now in place.

Two phases of the new mechanism launched in Q1 2026 and two more in April, when the list of electronic declaration centres was expanded. Analysis shows the high share of declarations released within four hours has been maintained.

Workload is spread more evenly across customs offices according to actual staffing levels, which supports faster decisions on goods.

Work continues on staff training, handling “new” commodity categories, extra checks on refusal to register declarations, control procedures, hotlines for foreign trade participants, and IT upgrades.

Routing rules were adjusted so declarations are not sent to centres where time-zone differences would make the auto-registration date differ from the declarant’s region, keeping duty amounts aligned with the applicable exchange rate.

Finance Ministry Order No. 130n of 12 September 2025 sets competence for registering declarations when goods are placed under the free customs zone procedure; for goods in the Kaliningrad SEZ, Kaliningrad customs post (EDC) handles this role.
