The talks aim to resolve difficulties in proving compliance with the "direct shipment of goods" rule, which is required to obtain tariff preferences under the agreement. EEC Minister for Trade Andrey Slepnev said revising documentary requirements for bilateral shipments should simplify preferential trade with Serbian partners.

The agreement was signed on 25 October 2019 and entered into force on 10 July 2021. Import duty preferences cover 93% of the product nomenclature, subject to proof of origin and other conditions.

One mandatory requirement is that goods remain unchanged during transit between the parties; supporting documents must be submitted to customs authorities.
