Supreme Council backs EEC report on seed sector harmonisation

Since 2022, member states have aligned national rules under Commission coordination. Measures taken have expanded the common seed market and improved farmers' access to high-quality planting material.

In 2025, intra-Union seed trade rose 1.6 times to about USD 80 million, exports grew 2.3 times to USD 82.8 million, and imports from third countries fell nearly 1.5 times to USD 572.7 million.

Heads of state backed further harmonisation and instructed that a progress report on required measures be submitted in the first half of 2028. The work programme was approved by a Supreme Council decision in 2021.
