The unified EAEU customs transit system agreement with third parties is nearing entry into force; ahead of that step, an EEC high-level group chaired by Minister for Customs Cooperation Sergey Shklyaev reviewed how navigation seals are used in freight carriage across the Union. On 10 June President of Kazakhstan Kassym-Jomart Tokayev signed the ratification law, completing domestic procedures in the country. Armenia, Belarus, Kyrgyzstan and Russia had already approved the agreement.
Officials and national tracking operators discussed shipments that may move under customs transit without navigation seals: live animals, international postal items and goods for personal use, where electronic monitoring is objectively unnecessary and violation risks are low.
Participants also addressed technical requirements for the devices, including a shift to seals manufactured in EAEU member states. A navigation seal combines an electronic lock and a tracker, enabling real-time monitoring of goods in transit; Union-wide tracking under this arrangement began on 11 February 2026.
