On 20 May 2026 the EEC Council (Decision No. 65) adopted EAEU Technical Regulation 053/2026 on the safety of paint and coating materials, aimed at protecting human and animal health, property and the environment and at preventing misleading claims about product purpose and safety. The regulation sets uniform mandatory requirements for paints, varnishes, primers, water-dispersion, multi-component and powder coatings, and products in aerosol packaging. It also covers enamels, glazes, wood preservatives, stains, fire-retardant compounds, decorative plasters, fillers and drying oils.
Marking and packaging rules are defined, along with requirements for safety data sheets for coating materials.
The document establishes key definitions, identification rules and circulation requirements on the Union’s customs territory. Conformity assessment is carried out through state registration with a certificate issued on a single form for all five member states.
The technical regulation takes effect on 1 January 2028 in Armenia, Belarus, Kazakhstan and Russia, and on 1 January 2032 in Kyrgyzstan. The Council decision itself enters into force 30 calendar days after official publication (1 July 2026).
