The Eurasian Economic Commission held a webinar for carriers moving goods from EAEU states on the Shipment Pending Confirmation System (SPOT), introduced to control imports into Russia. Source: Eurasian Economic Commission (EEC).
EEC Director of the Department of Transport and Infrastructure Rustan Dzhenalinov opened the event, stressing that direct dialogue between authorities and business is needed for smooth rollout of the new rules. In a Q&A format, representatives of Russia’s Ministry of Finance, Federal Tax Service and Federal Customs Service explained enforcement practice and how to reduce compliance risks.
Participants received details on VAT financial security, allocation of responsibility among transport parties, border crossing procedures and actions in force-majeure during international road haulage. More than 200 companies joined; organisers were the EEC and the ATI.SU freight platform.
SPOT was created as part of measures to formalise imports and curb grey schemes for goods brought from EAEU countries without paying import VAT and excise.
