The passenger said the money came from a property sale and presented a preliminary purchase contract together with payment orders.

The documents did not meet Russian legal requirements for confirming lawful origin of currency, so export of the rubles was refused.

From 1 April 2026, restrictions introduced by Presidential Decree No. 193 of 25 March 2026 apply to the export of Russian cash to EAEU countries. Individuals may carry amounts above the equivalent of USD 100,000 only through air border checkpoints at international airports on the Government-approved list, and only with certified bank statements confirming withdrawal from a personal account or deposit, or other documents as established by the Government.
