A welcome address from FCS Russia head Valery Pikalyov was read from the stage by deputy head Olga Smolyaga. The message stressed that the new venue is launching in the Service’s 35th anniversary year to support professional dialogue, idea exchange and problem-solving while preserving generational continuity and respect for mentors’ experience.
Officers were honoured for diligent service, civic engagement and work on youth policy. Awards were presented by Olga Smolyaga and Denis Ashirov, state secretary and deputy head of Rosmolodyozh. Olga Petrova, deputy minister of science and higher education, also spoke, highlighting the role of customs officers in inspiring students on customs affairs programmes.
The first day’s centrepiece was a plenary session on “Implementing youth policy in the civil service”. At the opening, FCS Russia and Rosmolodyozh signed a cooperation agreement; Olga Smolyaga and Denis Ashirov put their signatures to the document.
Victoria Voronova, adviser to the FCS Russia head, outlined the training pathway — from school customs classes and the Russian Customs Academy to youth councils and mentoring for new staff.
