At this stage, seals apply under the customs transit procedure to all goods moved by road and to selected tax-intensive categories — clothing, footwear and household appliances — moved by rail.
Those consignments are tracked in addition to the first-stage list, subject to exemptions set out in EEC Council Decision No. 71 of 9 July 2026.
The first stage has run since 11 February 2026. Seals were required for sanctioned and certain excisable goods (alcohol, tobacco) moved by road and/or rail under transit or export, and in mutual trade between member states; for selected categories (clothing, footwear, appliances) under road customs transit; and for nicotine-containing products and nicotine raw materials under EAEU HS codes 2404, 2939 79 000 0 and 2939 80 000 0 when placed under the export procedure.
