EAEU–UAE Economic Partnership Agreement to enter into force on 6 October 2026

The Economic Partnership Agreement between the EAEU and the United Arab Emirates will enter into force on 6 October 2026. The EEC and the UAE exchanged formal notifications confirming completion of the domestic procedures for the agreement signed in Minsk on 27 June 2025. Source: Eurasian Economic Commission (EEC).

The agreement takes effect 60 days after the exchange of notes. The UAE is one of the EAEU’s key trading partners: trade with the Union’s member states grew by 12% in 2025 compared with 2024.

Under the new regime, the UAE will grant preferential access for 86% of product lines, covering 98% of EAEU exports to the country. EAEU exporters are expected to save up to USD 266 million in customs duties each year.

The preferences cover agricultural exports including cereals, meat, poultry, eggs, pulses, vegetable oil, dairy and confectionery. Industrial concessions apply to metallurgical goods, petroleum products, forestry and chemical products, and mechanical equipment.

The UAE will be able to expand supplies of consumer goods and other products needed by EAEU markets. The agreement also includes provisions on e-commerce, economic cooperation and the participation of small and medium-sized businesses in international trade.

The EEC estimates that annual trade could increase by at least USD 5–6 billion once the agreement is in effect. The UAE’s position on the North–South corridor may also improve access for EAEU exporters to the Gulf, Indian Ocean and South Asian markets.
