The EAEU heads of government have instructed member states to make the amendments on cross-border e-commerce in the Union Customs Code operational by 1 January 2027. Source: Eurasian Economic Commission (EEC).
Armenia, Belarus, Kazakhstan and Kyrgyzstan have completed ratification of the protocol. It will enter into force once the EEC receives the final instrument of ratification.
The member states are aligning domestic legislation and information systems and preparing the supporting regulatory framework. The amendments create a separate category for goods purchased through cross-border e-commerce, with specific rules for their regulation.
For most of these goods, the new regime will set a single import-duty rate of 5%, subject to a minimum of EUR 1 per kilogram. A duty-free import threshold of EUR 200 will also be formalised.
