Shipping papers listed six containers of paper rolls from the UAE, but scanning results did not match the declared cargo. Instead of paper, inspectors found 9,180 boxes of cigarettes produced in several countries, including Azerbaijan and the UAE, plus about 4,000 self-adhesive leaflets and more than 13,000 polyethylene bags advertising tobacco products.

A criminal case was opened under Article 226.1(1) of the Russian Criminal Code for smuggling strategically important goods on a large scale; the offence carries a maximum penalty of up to five years’ imprisonment.
