Belarusian business proposed wider use of goods release before filing a goods declaration (DT): extending the facilitation to duty-free trade and temporary admission and lengthening the DT filing deadline to cut foreign-trade costs.
Participants were shown final draft amendments to Council of the Commission Decisions No. 114 of 15 July 2022 and No. 86 of 18 October 2024, soon to go to the Board. The drafts expand operations that may be performed without customs permission on AEO sites for goods under temporary storage or the customs warehouse procedure, aiming to streamline logistics and reduce expenses.
Experts also heard that model requirements for AEO goods accounting systems are nearly ready. The document is meant to align national rules, ensure traceability of goods imported by operators, automate post-release control and use accounting data in customs operations.
AEO status is an internationally recognised partnership standard: legal entities that meet set criteria receive simplifications in customs operations and control. The EAEU working group on developing the AEO institute has operated since 2014 and prepares proposals for its improvement.
