An X-ray in the green channel showed an unusual image: 15 plastic bags of hair cuttings. She said she had been visiting a friend who asked her to bring “bioprotein”, meaning artificial, hair for personal use only.
Officers did not treat a consignment of that size as personal effects. They weigh the statement against volume, the nature of the goods and how often the person crosses the EAEU border. Laboratory tests showed the cuttings were natural women’s hair.
Failure to declare the goods was recorded under Article 16.2(1) of the Code of Administrative Offences. The fine may reach twice the value of the goods, and confiscation is possible.
