The document strengthens oversight of goods in bilateral trade. Where the Protocol’s conditions are met, the destination country’s customs authority relies on checks already performed by the country of departure and takes them into account when deciding on inspection under the risk-management system.
According to Valery Pikalyov, such agreements help build “secure supply chains” and cut the number of control measures for compliant foreign-trade participants while keeping operations transparent.
