The decision followed a review investigation opened by the Internal Market Protection Department on 22 December 2025 on an application from EAEU producers, backed by several Russian and Kazakh pipe mills.

The measure has applied since Board Decision No. 101 of 18 August 2015 as a duty and price undertakings; rates range from 12.23% to 31% of customs value by producer. It had been extended for the review period.
