Council chair Leonid Lozbenko called consistent nationwide application of the rules business’s main concern: solving it would remove many regional frictions automatically.

FCS head Valery Pikalёv shared that view and recalled the Analytical Centre main directorate and the Centre for Advance Rulings, both aimed at eliminating regional inconsistencies.

Talk also covered UAIS TO 2.0, which should cross-check data from multiple sources and control equipment, with the Personal Account of a Foreign-Trade Participant as the single digital channel. Business takes part via working groups.

Agenda items included inter-post load balancing for electronic declaration centres, rules of origin, marking at temporary storage warehouses, and customs monitoring that can defer VAT for three months for compliant traders.

Valery Pikalёv stressed FCS interest in a constructive dialogue with business and practical outcomes from each meeting.
