The passenger was stopped in the green channel; he removed the grey-metal watches from his wrist and handed them over for inspection.
He said he had left Russia earlier wearing the same watches but had not declared them on departure or on return.
An expert assessment found the item new and genuine, made of titanium, stainless steel and sapphire crystal.
An administrative case was opened under Article 16.2(1) of the Russian Code of Administrative Offences for non-declaration; a fine of RUB 4.3 million was imposed. FCS advises declaring high-value items on departure to prove ownership and avoid duties on re-import.
