At a nationwide meeting with heads of customs offices and posts, FCS Russia Deputy Head Alexey Timofeyev said five Far Eastern border crossings must first reach the presidential target of a 10-minute standard truck inspection, before the practice is rolled out elsewhere. Source: FCS Russia.
He stressed that typical freight control time at the border is a mandatory benchmark and that managers at every level must plan to meet it next year, then scale the approach to other checkpoints.
Sergey Amelyanovich, head of the Main Directorate for Customs Control Organization, outlined how delays will be cut and reported pilot results: integrated gate elements at Tagirkent-Kazmalyar produced a 9 minute 40 second cycle, within the head-of-state guideline.
Faster truck screening is part of the updated customs development strategy to 2030, together with digital tools, declaration quality, and budget revenue collection.
Ivan Kozlov of the Analytical Centre reported on strategy implementation; participants also reviewed the EAEU Customs IT System (EAIS TO) 2.0 concept presented by IT chief Andrey Orekhov.
Timofeyev linked future performance to replacing inspectors’ routine steps with digital services so each shipment leaves a traceable record from import to export.
He called on headquarters, regional directorates, customs houses, and posts to work as one system and keep continuous dialogue between central staff and field units.
