Amendments to the EAEU technical regulation on the safety of perfumery and cosmetic products take effect across the Union on 28 October 2026 under EEC Council Decision No. 74 of 12 September 2025. Source: Eurasian Economic Commission (EEC).

The update refreshes lists of banned ingredients, restricted substances, colorants, preservatives and UV filters. Market operators should align formulations and labelling with the revised annexes before the effective date.

Labelling rules for theoretical formaldehyde release from finished cosmetics are also tightened. Today the phrase “Contains formaldehyde” is required when the calculated level exceeds 0.05%.

From 1 January 2027 the threshold drops to 0.001%. A deferred provision gives manufacturers time to adjust production and conformity documentation.
