At the third Russia–Africa summit, FCS Russia head Valery Pikalyov and Nigeria Customs Service Comptroller-General Bashir Adeniyi signed an intergovernmental agreement on customs cooperation and mutual assistance—the first such pact between the two countries. Source: FCS Russia.
Pikalyov said the summit sets the direction for Russian–African ties and that customs services joined this agenda. Work on the treaty began in 2023 under instructions to expand cooperation with Africa and should support trade and economic links.
The agreement creates a legal framework for sharing data for customs control, joint action against violations and staff training. Talks also covered statistics, law-enforcement units and proof of preferential treatment.
Nigeria is on the list of countries using the EAEU unified tariff preference system: for selected goods of Nigerian origin, import duty rates are 25% below the EAEU Common Customs Tariff. Pikalyov also congratulated Adeniyi on his re-election as Chair of the WCO Council.
