The memorandum sets cooperation through 2030, retaining the main lines of two earlier agreements while adding innovation, artificial intelligence and low-carbon development.

Priority areas include trade facilitation, e-commerce, transport and logistics links, digital transformation and monitoring of Sustainable Development Goals, drawing on international expertise in EEC work.

Bakyt Sultanov outlined EAEU experience with simplified trade procedures, electronic shipping documents, a single services market and industrial cooperation. He stressed that lasting economic ties depend on clear trade rules, compatible digital tools and a supportive business environment, not infrastructure alone.

The minister proposed deepening ties with ESCAP and the UN Economic Commission for Europe through expert consultations, analytical exchanges and thematic events.
